Man escapes FM police custody after arrest, ends up on rooftop

After review, the Fort Madison police are going to change a charge on a Fort Madison man who ran from custody on Wednesday.

The police arrested Louis Eugene Metcalf, III, 20, on Wednesday morning after he allegedly pick-pocketed a wallet. Police stopped Metcalf and the victim identified him as the person who stole his wallet.

The police department is changing a fifth degree theft charge to a first degree theft charge. That is because the wallet was stolen off of a person. The first degree theft charge is a class C felony. It also makes the charge of escape a class D felony.

Fort Madison Police Chief Bruce Niggemeyer said Metcalf was processed at the police station with an officer patting him down and following procedures. An officer put him in a patrol car and was transporting him to the Lee County Jail. At about 32nd Street and Avenue L, Metcalf jumped out of the car and started running.


Officers found one of Metcalf's shoes still in the car and inside the shoe was a handcuff key.

“He took his shoe off and had a cuff key in it,” Niggemeyer said. “He was able to undo one cuff, which made it easy to spot him with the cuffs still on one arm.”

Officers chased Metcalf through Fort Madison for about an hour and 15 minutes, Niggemeyer said. The police chief said the department received a lot of calls from residents who spotted the suspect. At one point, it was reported he had gotten into a car, which turned out to be false.

Metcalf ended up on the alley behind Mr. Movies, where he climbed up onto a garage roof and then onto the roof of Buildrite Builders. The fire department was called to bring a ladder, but Metcalf got down on his own and was caught by the police.

During the chase, one officer sprained an ankle, Niggemeyer reported.
